Most young boys (contrary to what one may think) in the US have gynecomastia due to underdeveloped chest muscles and usually a very full diet. Usually they disappear on their own as puberty naturally increases muscle mass. If the gynecomastia is hormonal then that would actually require surgery as eventually the glands harden and become immune to non-invasive techniques (such as working out). I'm reluctant to recommend working out seeing as you're a little young but just keeping active and not lazing around too much should help.
Try a combination of an endurancesport and weightlifting (or other musclebuilding exercises), and try to limit your calory intake. Do eat enough proteins, as you need those to build muscles.

If it is because you are overweight, then lose weight. If it is lumps under your nipples it is called gynecomastia, which is common in boys during puberty and it will usually disappear with time.
Exercise is the only thing you can do.
