He's just severely dehydrated. Make him drink water thru the day. My husband had sorta the same thing and its cuz he didn't drink enuf water.
The consistency of semen is similar to your husband's semen for all men. When you tried cleaning it with water, it gets sticky and rubbery. First wipe it clean and then rinse with warm water to make the cleaning easier.
