Well all around you are pretty small, but that is not a big deal! If your penis is 8 cm flaccid that is around average; if it is 8 cm erect you are smaller than average, but that is not something to worry about at your age. You are a little shorter than average, but only by few inches (sorry don't know the averages in cms). And proportionally your weight is probably good. I think you probably haven't hit the full force of puberty yet and it is quite possible that you will get a growth spurt soon that will both increase your height and weight. Also your penis just needs time to develop and it will grow. I am 15 and I am 5'5" and 102 pounds and 5.5" penis and I just grew recently so you have plenty of time to grow.
